Goal Ten: Reduce inequality within and among countries

The San Diego region enjoys a high quality of life, although challenges still remain. SANDAG's 2021 Regional Plan seeks to improve the way we all move throughout the region while seeking to ensure that we can all lead healthy lives.

Target 10.1

By 2030, progressively achieve and sustain income growth of the bottom 40% of the population at a rate higher than the national average to significantly reduce the wage gap, paying special attention to age, sex, sexual orientation, gender identity and expression, disability, race, ethnicity, origin, religion, economic, or other status.
Indicator 10.1.1:
Growth rates of household expenditure or income per capita among the bottom 40% of the population and the total population.


Target 10.2

By 2030, empower and promote the social, economic, and political inclusion of all, irrespective of age, sex, sexual orientation, gender identity and expression, disability, race, ethnicity, origin, religion, economic, or other status.
Indicator 10.2.1:
Proportion of people living below 50% of medium income, by sex, age, and persons with disabilities.

Target 10.4

Adopt policies, especially fiscal, wage, and social protection policies and progressively achieve greater equality.
Indicator 10.4.2:
Redistributive impact of fiscal policy.

Target 10.X

End discrimination against LGBTQIA+ persons and ensure that LGBTQIA+ persons have equal access to services and employment opportunities.
Indicator 10.X.1:
Whether or not legal frameworks are in place to promote, enforce, and monitor equality and non-discrimination on the basis of sexual orientation and gender identity.
