Housing Policy and Planning Tools / Housing Element Compliance

All local governments are required to adopt housing plans, or elements, in order to receive state funding and be in compliance with state housing law. The California Department of Housing and Community Development (HCD) reviews all housing elements for compliance with state laws. This map outlines the current status of all jurisdiction’s 6th RHNA Cycle housing elements. SANDAG jurisdiction’s housing element planning period is April 15, 2021 through April 15, 2029.

Status Definitions

IN - jurisdiction has adopted a housing element which has been deemed compliant by HCD
OUT - jurisdiction has submitted only a draft housing element or HCD has deemed the housing element out of compliance
IN REVIEW - jurisdiction has adopted a housing element which is currently under HCD review
