Conditions (Good/Fine/Poor) of locally owned pavements in the San Diego Region that are on the National Highway System (NHS). The pavement condition metrics are used to calculate FHWA performance measures for pavement condition. Conditions are assessed using these criteria for each 0.1-mile-long pavement section. An individual section is rated as being in good overall condition if all of the metrics are rated as good, and poor when two or more are rated as poor. All other combinations are rated as fair. Lane miles in good, fair, and poor condition are tabulated for all sections to determine the overall percentage of pavement in good, fair and poor condition. For the NHS, overall pavement condition is based on outer lane distresses only.
